MARC Report 2.55: Problems resolved
The code that validates the 010 would report “Number too long” for LCCNs that began with
2020xxxxxx
when in fact there was no problem with the length of the number.
Fixed in 255.

* A change was made to improve the reliability of the Upgrade MARC-8 to UTF8 option (sometimes it worked and sometimes it did not, depending on how the marcxml qualifier was initialized).
* Another change was made to disable the option referred to above for records with leader 09 set to 'a'.
