XML to MARC problem with one-record files
The Xml to MARC utility checks the header of the XML file before it begins the conversion. The program is looking for information that tells it that the file is created using the MARC21 schema developed by LC.
In version 2.31, this utility would report 'This is not a valid xml file' for files that did not contain a '<collection>' tag following the XML version header.
This would be a problem for one-record files, such as those downloaded using an LCCN permalink with the '/marcxml' flag, as these files would begin with the '<record>' element instead of a '<collection>' element.
This problem is fixed in 2.32
