Internal format of codelist.txt changed

In the past, the file codelist.txt in the program folder was formatted like this:

dc	042	0	Dublin Core
dhca	042	0	Dance Heritage Coalition Access Project
dlr	042	0	Digital library registry
gamma	042	0	Georgia Archives & Manuscripts Automated Access Project
...

Beginning with 2.32, the codelist.txt file will be formatted like this:

0	042	dc	Dublin Core
0	042	dhca	Dance Heritage Coalition Access Project
0	042	dlr	Digital library registry
0	042	gamma	Georgia Archives & Manuscripts Automated Access Project
...

The purpose of the change is to facilitate better automation of the frequent updates to this list.
